USPEC needed to migrate its content management platform to address two connected needs: meeting the requirements applicable to government portals and enabling decentralized management of the institutional site and internal network. The solution had to preserve clarity and consistency across channels, while also recognizing that each managing team produced information at different paces and with different responsibilities.
The consulting team took part in implementing infrastructure, content architecture, and defining the user experience. Analysis and prototyping were done with the entity's content managers, so navigation, editorial models, and operation responded to real publishing scenarios. This decision avoided treating the migration as a purely technical move and made it possible to design a shared foundation for the public portal and internal communication.
Insights

Results
- The migration delivered the technical upgrade and established a decentralized content management model with responsibilities closer to the teams that produce the information.
- Joint prototyping between consultants and managers turned operational needs into concrete architecture, navigation, and experience decisions before consolidating the implementation.
- The infrastructure and information architecture rollout left a more sustainable environment for managing the institutional portal and the internal network. The documented outcome is qualitative and doesn't include unsupported attributed metrics.
